About UEI/UPN
What is a UEI?
UEI, or Unique Entity Identifier, is a 12-digit alphanumeric code issued by the Maldivian government to uniquely identify different registered entities. It serves as a standard identification number for businesses and organizations, similar to how citizens have a National ID.
How does UEI benefit the client?
UEI provides a single, convenient number for interacting with various government agencies. Whether you're filing corporate tax returns or applying for permits, you no longer need different numbers for different tasks with different agencies.
Who will get a UEI?
UEI will be given to businesses, local companies, LLPs, societies, sole proprietorships, and representative offices that regularly interact with government agencies. The issuance process is managed by designated UEI Issuance Agencies like the Foreign Ministry and Education Ministry.
Who would not get a UEI?
Individuals will continue to use their National ID numbers for government interactions. Sub-entities, such as branches and divisions of an entity, will not receive a UEI.

What is a UPN?
All registered entities require registration of all business premises, permits, licenses, certifications, industry categorizations, and other products that are registered, in addition to entity registrations to conduct their business activities. Some of these business activities may require multiple permits or other products that are registered prior to obtaining some of the licenses, and vice versa.
A Unique Product Number (UPN) is therefore proposed as the standard identification number to be given for business activities. The UPN uniquely identifies business premises, permits, licenses, certificates, categorizations and other products that are registered by a 14-digit alphanumeric code, which will be issued by the government to all entities that operate within Maldives. Any UPN issued will be ultimately linked to a UEI number.
Who will issue a UPN?
All government agencies involved in sector-specific regulatory activities will issue UPNs to the respective establishment/product type regulated by each agency in a similar manner.
